TLDR: if you're having issues making a serial connection to a device, try enabling DTREnable.

Just wanted to put this out there in case another poor soul has to go through what I did to set something like this up.

The company I work for has some pretty old phones. Like 'analog system that hasn't been updated since 2003' old (shivers). Most locations use Cisco phones for VoIP, but a few locations still use these old analog phones. A few years ago, we put new Windows 7 boxes at these locations and hooked up a serial connection between that machine and the location's PBX so that we wouldn't have to do maintenance over a dialup connection.

Now that we're trying to build automated reporting for these analog systems, we found that some of the 'newer' (heh) locations are on a later firmware version on their PBX. Through way too much time spent on it, I finally stumbled into the solution that DTREnable needs to be enabled on the serial connection for some older DCEs to recognize that a connection is being established. Programs like PuTTY turn this on by default, apparently. Newer DCEs don't always need this signal for them to work.
